The HSE Manager will be responsible for planning, implementing, and overseeing all health, safety, and environmental programmes across the organisation. This is a senior leadership role requiring strong technical expertise, regulatory knowledge, and the ability to influence a safety-first culture at all levels.

The successful candidate will report directly to senior management and will be the principal point of contact for all HSE-related matters, regulatory bodies, and third-party auditors.

• Develop, implement, and continuously improve the HSE Management System in accordance with ISO 45001, ISO 14001, and Qatar regulatory requirements
• Lead and manage the HSE team across all project sites and office locations
• Conduct regular site inspections, risk assessments, and safety audits to identify and mitigate hazards
• Investigate all incidents, accidents, near misses, and unsafe conditions; produce detailed reports with corrective actions
• Ensure full compliance with Qatar Ministry of Labour, QCDD, and other relevant regulatory bodies
• Prepare and deliver HSE induction, training, and toolbox talks for all staff and contractors
• Establish and monitor HSE KPIs; prepare monthly and quarterly reports for senior management
• Develop and maintain Emergency Response Plans (ERP) and conduct drills and simulations
• Coordinate with project managers, contractors, and subcontractors on all HSE requirements
• Manage environmental compliance including waste management, pollution prevention, and sustainability initiatives
• Review and approve Method Statements, Risk Assessments (RAMS), and Safe Work Procedures (SWP)
• Liaise with clients, third-party auditors, and certification bodies during audits and inspections
• Champion a proactive safety culture throughout the organisation at all levels
• Maintain and manage PPE inventory, safety equipment, and first aid resources

Education & Certification

• Bachelor’s Degree in Engineering, Environmental Science, Occupational Health & Safety, or a related field
• NEBOSH International General Certificate (IGC) — mandatory
• IOSH Managing Safely or equivalent certification preferred
• ISO 45001 / ISO 14001 Lead Auditor certification is a strong advantage
• First Aid / Fire Warden / HAZMAT certifications are desirable

Experience

• Minimum 8–10 years of progressive HSE experience, with at least 3 years in a managerial role
• Proven experience in the Oil & Gas, Construction, or Infrastructure sectors
• Prior experience working in Qatar or the GCC region is strongly preferred
• Demonstrated experience managing HSE teams on large, complex projects

Skills & Competencies

• Deep knowledge of Qatar HSE regulations, Qatar Labour Law, and international HSE standards
• Excellent command of English (Arabic is an advantage)
• Strong leadership, communication, and team management skills
• Ability to influence and engage stakeholders at all levels of the organisation
• Proficiency in HSE software, MS Office, and incident reporting tools
• High level of integrity, attention to detail, and analytical thinking
• Ability to work under pressure and manage multiple priorities simultaneously
