Position Overview
A leading organisation operating on Ashghal (Public Works Authority) projects in Qatar is urgently seeking 20 qualified Environment Officers to join their team. The successful candidates will be responsible for implementing, monitoring, and enforcing environmental management requirements across active construction and infrastructure project sites. This role is open to both employed candidates with transferable visas and registered freelancers.
Position Highlights

- Employment Type: Full-time / Freelance arrangements accepted.
- Language Requirement: Proficiency in English (spoken and written) is mandatory.
- Residency: Valid Qatar ID (QID) required; freelancers with valid QID are welcome to apply.
Education & Professional Qualifications
- Bachelor’s Degree in Environmental Science, Environmental Engineering, Civil Engineering, or a related discipline.
- NEBOSH Certificate or Diploma in Environmental Management (mandatory).
- IEMA (Institute of Environmental Management & Assessment) qualification or membership is required.
- Additional certifications in HSE, sustainability, or environmental auditing are an advantage.
Experience Required
- Minimum 3 years of proven experience in an environmental officer or environmental management role on construction or infrastructure projects.
- Hands-on experience working on Ashghal (Public Works Authority) projects in Qatar is strongly preferred.
- Demonstrated experience in implementing Environmental Management Plans (EMPs) on active construction sites.
- Prior exposure to environmental monitoring, incident reporting, and regulatory compliance in Qatar.
- Experience conducting environmental audits, inspections, and site assessments.
Technical Knowledge & Skills
- Thorough knowledge of Ashghal’s environmental requirements, guidelines, and approval processes (mandatory).
- Strong working knowledge of the Qatar Construction Specifications (QCS) — particularly sections related to environmental management and protection (mandatory).
- Familiarity with Qatar Environmental Protection Law and relevant Ministerial Decisions.
- Knowledge of environmental impact assessment (EIA) processes and mitigation measures.
- Understanding of waste management, air quality monitoring, noise control, and ground/water protection protocols on construction sites.
- Ability to develop, review, and implement Environmental Management Plans (EMPs) and Method Statements.
- Proficiency in environmental monitoring tools, data logging, and report preparation.
- Strong command of MS Office (Word, Excel, PowerPoint) for reporting and documentation.
Key Responsibilities
- Implement and enforce the project’s Environmental Management Plan (EMP) across all site activities.
- Conduct routine environmental inspections, monitoring, and audits on construction sites to ensure full compliance with Ashghal and QCS requirements.
- Identify environmental risks, non-conformances, and potential hazards; initiate and track corrective actions.
- Prepare and submit environmental monitoring reports, compliance reports, and incident reports to project management and relevant authorities.
- Liaise with Ashghal’s environmental inspectors, government regulators, and project stakeholders on all environmental matters.
- Oversee waste management practices — segregation, storage, transportation, and disposal — in line with Qatar regulations.
- Monitor and control noise levels, dust suppression, water management, and soil contamination prevention measures on site.
- Deliver environmental induction training and toolbox talks to site personnel, subcontractors, and labourers.
- Maintain up-to-date environmental registers, records, permits, and documentation for project audits.
- Support the preparation of environmental submissions, permit applications, and regulatory correspondence.
- Investigate environmental incidents, near-misses, and complaints; implement and monitor corrective and preventive measures.
Skills & Competencies
- Proficiency in English — both written and spoken — is mandatory for all reporting and stakeholder communication.
- Strong attention to detail with excellent observation and analytical skills.
- Ability to work independently on site with minimal supervision.
- Good interpersonal and communication skills for engaging with site teams, clients, and regulators.
- Proactive, solution-focused approach to identifying and resolving environmental issues.
- Ability to manage multiple tasks and priorities simultaneously across large or complex project sites.

- Valid Qatar ID (QID) is mandatory — candidates without a valid QID will not be considered.
- Freelance candidates holding a valid QID and freelance permit are welcome and encouraged to apply.
